AN appeal has been made to the Secretary of State by Fred Keet, after a planning application at Hill Top Stables, in Devils Lane, Liphook, was refused by East Hampshire District Council. The application was for permanent planning permission for keeping horses, two stable blocks, stationing of caravans for residential occupation for a single gypsy family, as well as hard-standing, a septic tank, utility room and the removal of the named occupiers. EHDC planners refused permission, back in August, on the grounds that the site, due to its relative remote location, was not considered suitable for unrestricted, permanent use as a travellers site. EHDC officers pointed out that granting of temporary planning permission for the named occupiers was due to the specific personal circumstances of the applicant and his family, and it would therefore be inappropriate to remove the condition. The granting of a permanent planning permission was not considered appropriate by officers as the Local Plan part two allocations plan may identify a more suitable and sustainable site for the development. The appeal will be heard by a planning inspector. No date has been set for the hearing. A large number of residents have objected claiming large number of lorry movements has made the lane dangerous.
