A GOVERNMENT planning inspector has dropped a bombshell after allowing controversial plans to build homes – described as looking like a prison block with an exercise yard – on Liphook's Silent Gardens site.

Inspector Simon Rawle overturned a decision to refuse planning permission by East Hampshire District Council.
