AN application to erect a two-storey building next to Chiltlee View in Haslemere Road that had the young owner of an adjacent flat in tears during a parish council meeting in January has been refused.

East Hampshire District Council (EHDC) recognised that the proposed

extension would have had a disastrous effect on the occupants of two other flats because it would deprive them of light.

The owner of flat six, on the first floor of the building, attended the parish council’s planning meeting in January and said that she would lose light from her only two bedroom windows if a building was constructed in such close proximity to hers.

She explained that her living room has a single window and taking away the light source from her bedroom windows would cause her flat to become very dark.

EHDC’s planning committee ruled that the proposal “would lead to an unacceptable impact on the neighbouring occupiers with particular emphasis on the first floor windows serving the bedroom and living room of Flat 6.

“Such a loss would have an unacceptable and harmful impact to the detriment of neighbouring amenity”.

Councillors also said that the proposal represented an unacceptable increase in the number of units on the site and would result in a reduction in the amenites enjoyed by existing occupiers.

A similar application for a one-bedroom dwelling was submitted by Silletto

Developments to EHDC in early 2014 and was refused.

Planning permission was granted in 2012 for a two-storey extension to create

additional accommodation to flats three and six.

Chiltlee View, on Haslemere Road, is a detached, two-storey building set back from the road and comprising six flats. It is adjacent to the conservation area.
