PASSFIELD residents are being taunted by a phantom litter lout, who is making their life hell by spreading shredded paper and rubbish along roads.

Hand-shredded newspaper is spread along both sides of the Headley Road, starting just outside Liphook and stretching as far as Hollywater Road.
Numerous empty plastic Tesco bags have also been thrown into hedges and on Christmas morning a bag full of rubbish was found tied to a bush, which had an obscene message attached - addressed to Passfield inhabitants.
