TRANSPORT Minister Paul Clerk was due to witness the 'breakthrough' of the A3 tunnel at Hindhead today.
It has been just over a year since the former Minister for Transport, Ruth Kelly, inaugaurated the big dig by Balfour Beatty, working on the scheme for The Highways Agency.
